TikTok's video package page lists opening and end scenes of 1 to 10 seconds in MP4, MOV, FLV, MKV or WebM, and Lottie templates under 16 s. Trim with Sume.

TikTok's Specifications for Video Packages page lists opening and end scenes as MP4, MOV, FLV, MKV or WebM files between 1 and 10 seconds long. Custom templates are a separate item: Lottie zip format, under 16 seconds, at most 30 fps, at 720 by 1280.

What the page leaves out
The page does not give file size, bitrate or aspect ratio beyond the template resolution, and the fetched text does not say which ad formats use video packages. Check Ads Manager for the placement you buy before building scenes.
Cutting an opening scene with Sume
Sume's video trim takes a clip you already hold on media.sume.com, a start and either an end or a duration, and returns a new MP4. Its docs list a duration range of 0.2 to 900 seconds and an optional output of width, height and fps; width and height run 256 to 2160 and fps can be 24, 25, 30 or 60. A 4-second opening at 720 by 1280 and 30 fps is inside both sets of numbers.

Which format to export
The page lists several containers, so MP4 is the simplest choice and it is what Sume's trim returns. Keep the opening short enough that the viewer reaches the main content quickly, and check the final length of each scene after the cut. If an upload is refused, re-read the page, since it is the only source here for these numbers.
What Sume does not make
Sume does not produce Lottie template files, and it does not upload a video package to Ads Manager. For the Lottie item you need a design tool that exports Lottie.
