What the cheap rows do not give you
Veo 3.1 Lite and a 360p draft are not equal. Veo Lite is a final-quality tier at its listed resolutions; the Omni draft is meant for trying prompts before an upscale-quality render. Native audio, edit mode and reference clips are Omni features Google documents; for Lite, check the Veo docs for what it accepts.
Run Omni drafts on Sume
On Sume at list x 1.25, an 8 second 720p Omni clip is 8 x 0.125 = $1.00. Use 360p for prompt tests, then rerun the best at 720p. The 360p Sume rate is in the live catalog; read it there rather than assuming one third.
