What Pro does not include
The grid says usage is billed at each model's published rate, so Pro does not include credits. A video you generate on Pro costs the same per second as it would on Startup.
Worked example and checks
A way to decide without guessing is to count what you would do in a month. If your plan is 30 image generations and no API calls, Free covers it. If the plan includes a single 10-second video, the Free plan does not list video models, so you need Pro. Write the list first and the plan follows from it.
The $40 is not the cost of the work. A Pro user who generates 20 videos of 10 seconds at a hypothetical model rate of $0.10 per second pays $20 of usage on top of the $40 fee, for $60 in all. The fee is the larger share at low volume and shrinks as volume grows.
When the upgrade is worth it
If you only need a few images a week and no API, Free is enough. If you need a video model, the API or more than one job at a time, you need a paid plan; Startup ($120, 8 slots) adds a shared team workspace and Scale ($400, 20 slots) adds priority support, both on top of more concurrency. Sume bills model and tool usage at the published rate on top of the plan fee, so the plan price is separate from every number in this post.
