What a slot buys
Jobs above your limit queue rather than fail, so a slot is time, not a cap on what you can submit. If a batch takes 2 hours on Pro's 4 slots, it takes about 1 hour on 8 and 24 minutes on 20, assuming equal job lengths and no provider limits.
Worked example and checks
Marginal pricing matters when you are already on a plan and hitting the queue. If your jobs run 3 minutes each and you submit 80 at once on Pro, the batch takes about 80 / 4 x 3 = 60 minutes. On Startup it takes 30 minutes and on Scale 12 minutes. Paying $80 more to save 30 minutes for one batch is poor value; paying it for a daily batch of that size is easier to justify.
The average slot price hides this. Scale looks like $20 per slot, but the 12 slots you add over Startup cost $23.33 each. The first slots are the cheapest per unit, so do not buy Scale for headroom you will not use. Watch queue time for a week; if jobs rarely wait, stay where you are.
Deciding
Whether the marginal slot is worth it depends on what an hour is worth to you, not on the model rates, which are the same on every plan.
