Runway prices Wan 3 in two tiers: wan3 at 10 credits per second ($0.10) and wan3_prime at 14 ($0.14), a 40 percent premium. Sume lists one Wan 3.0 row, wan-3.0, at $0.125 per second at 720p. A 10-second clip is $1.00 on wan3, $1.40 on wan3_prime and $1.25 on Sume, so Sume sits between the two.
The numbers
Runway's page does not say what separates prime from standard, so I make no claim about quality. Sume's catalog gives wan-3.0 at $0.0625, $0.125 and $0.25 for 480p, 720p and 1080p, with a valid duration of 2 to 30 seconds.

What to take from it
Sume's 720p rate is exactly 1.25 times Runway's wan3 rate, which is consistent with Sume pricing from the same provider list. Because wan3_prime costs more than Sume's row, Sume is cheaper than Runway only if the prime tier is the one you need and Sume's wan-3.0 is an acceptable substitute, which is a quality judgment I cannot make from price pages.
The practical test is to run one prompt set through all three and pick on output. If standard Wan 3 is acceptable, Runway at $1.00 per 10 seconds is the lowest price here.
Drop resolution instead
