Orca reports that YouTube added a Repurpose.io partnership for reposting TikTok and Reels clips to Shorts. If you already own the clip and want to prepare it yourself, Sume covers the media steps: import the file, cut it, burn in captions.

The three steps

Trim and captions each have a fixed price. Import is how you get a file onto media.sume.com, which the trim and caption endpoints require.

Cut to the Short lengthPOST /v1/video-trim$0.02 per job
Burn captions (video up to 60 s)POST /v1/video-captions$0.20 per job

The cost

Trim takes start plus either end or duration, and output up to 900 seconds. Captions are $0.20 for a video up to 60 seconds, so a 59-second cut is the largest single caption job. See video trim and video captions. The per-job cost for a ready Short is $0.22.

Reach and the length check

Do not expect a plain repost to reach as far as an original. Posts on this blog cover what counts as original after YouTube's update. Check the current Shorts length limit in YouTube's own help before you set the trim duration; I did not verify it here.
