What does Outbrain's outstream video require?

From Outbrain's ad specs page: outstream video runs up to 60 seconds, with a 1 MB minimum and 250 MB maximum file. MP4 with H264 video and AAC audio is recommended, at up to 30 FPS and a bitrate of 300 to 3500 Kbps. Pre-roll is separate: up to 60 seconds and 100 MB, in 16:9 or 4:3.

Where does a Sume avatar clip fit?

The length matches: Sume avatar jobs are 4 to 60 seconds. The ratios 9:16, 1:1 and 16:9 are all avatar choices (the others are 3:4 and 4:3), so one script can give an outstream clip per ratio. Output is 720p.

At the 3500 Kbps bitrate ceiling a 60 second clip is at most 26.25 MB (3,500 kbps x 60 s / 8), far under the 250 MB cap. File size will not be your problem; the frame rate and codec are the things to confirm.

How do I check the file against the page?

Run the finished MP4 through video inspect. It returns a probe of the file, so you can read the codec and frame rate before upload instead of discovering a rejection in the Outbrain dashboard. If the frame rate is above 30, conform it with Timeline output.fps set to 25 or 30.

The cost of the clip is per second: 30 seconds of plus-tier avatar with no product image is $7.35. See the tier rates.

       "script":"Free shipping ends Friday. Tap to see the gift sets.",
       "aspect_ratio":"1:1","quality":"plus"}'

Which ratio should I buy first?

Start with 1:1 and 9:16 if your placements are mostly mobile; add 16:9 for desktop. Each ratio is its own job, so three ratios of a 20 second plus clip are 3 x 20 x $0.245 = $14.70. The ratio tradeoffs for ads are in this comparison.
