Luma lists SFX v2 at 25 credits a minute, which is $0.075 on Plus, $0.056 on Pro and $0.050 on Ultra at monthly prices, and as little as $0.042 billed annually. ElevenLabs lists its Sound Effects API at $0.12 a minute. Luma is therefore cheaper per minute on every plan, by between 37% and 65%. The same holds for isolating a voice: Luma's 4 credits a minute is $0.007 to $0.012, against ElevenLabs' $0.12 for Voice Isolator.
For both jobs, the cheapest minute on these pages is on a Luma plan, if you have the credits to spend.
What does each option cost per minute?
Luma's plans are Plus at $30 a month ($25 annual) for 10,000 credits, Pro at $90 ($75) for 40,000 and Ultra at $300 ($250) for 150,000. ElevenLabs' API page lists $0.12 a minute for Sound Effects, Voice Isolator and Voice Changer.

What about a one-off sound effect?
Per-minute billing is a wide unit for a sting. A 3-second effect is 1.25 credits on Luma, or about $0.004 on Plus. The pages used here do not say whether either vendor rounds short jobs up, so I do not assume it. For very short effects, run one and read the actual charge.
Sume's API pricing page, as I read it, has no sound-effects line. It lists a fixed $0.125 rate for a music generation, which can serve as a short stinger but is not a sound-effects substitute for every use, so treat it as an adjacent option.
When does the plan stop being the cheap option?
Only when you do not use the pool. At $30 for 10,000 credits, SFX alone would be 400 minutes a month on Plus; if you make 20 minutes, the effective price per minute is $1.50. ElevenLabs' $0.12 has no plan to under-use.
