Sume's per-second rate is a fraction of Luma's on every plan, but the two pages do not describe the same output, so compare the target resolution before the price.
What does a 10-second clip cost?
Luma's plans are Plus at $30 a month ($25 annual) for 10,000 credits, Pro at $90 ($75) for 40,000 and Ultra at $300 ($250) for 150,000. Each cell below multiplies a plan's per-credit price by the credits for 10 seconds of upscaling: 100 credits for 1080p and 170 for 4K.

Why is the Sume column identical?
Because Sume's pricing page lists a single per-second rate for video upscale, not a rate by target resolution. I did not verify what resolutions it outputs, so the 1080p and 4K cells repeat the same number rather than imply that both are available. Check the Sume docs for the output you need.
What is the 30-second limit worth?
Sume's upscale takes up to 30 seconds of input per job, which is $0.27 at the listed rate. A longer file needs to be cut into parts before the job. Luma's page, as I read it, lists the per-second credit price without a per-job cap, so I make no claim on its limit.
