HealthCare.gov says that outside the open enrollment window, which ends January 15, you may qualify for coverage through a Special Enrollment Period, triggered by life events such as moving, losing other coverage, getting married or having a baby. Medicaid and CHIP accept applications year round. An agency that stops publishing on January 16 misses the people who now need those two answers. Two captioned clips cost $0.44 on Sume.

What the page says after the deadline

The dates page covers the open window and what follows it. Quote it closely and send people to the page for eligibility.

Two clips for the quiet months

In late January, a clip that says "Open enrollment is over. A life event may open a Special Enrollment Period" answers a question many people have not asked yet. A second clip says Medicaid and CHIP applications are accepted all year. Neither promises eligibility.

Keep each to 10 seconds. An agency's office, a desk with a calendar and a phone are enough footage, and none shows a person's data.

Build them

Cut each from one recording with video trim. Burn the text with video captions using cues, and add the help line as a closing card. Cues skip speech-to-text and carry your exact wording.

Schedule the clips in October with the rest of the series so nothing has to be made in January.

Keep it general

A qualifying life event has rules that depend on the person. Do not list which events qualify beyond what the page names, and do not suggest that a clip can tell a viewer whether they qualify. End with the HealthCare.gov help number from the page.

Add whatever disclosure your licence requires, and have a compliance reviewer approve the cue text. Check the page again before the clips run, since dates and phone numbers change.

Before you publish

Sume tools read media from your workspace, so the recording must already be a media.sume.com artifact or asset; use that URL as the trim source. Off-host URLs are rejected. A trim needs start plus exactly one of end or duration, and precision defaults to exact, which lands on the frame you wrote down.

Captions with cues take your text with start and end seconds and skip speech-to-text, so a clip with no speech never hits caption_no_speech. A caption job covers a video up to 60 seconds, which is why each clip here stays well under that.

Write each card as one short sentence and date it, then re-check the source page before each season, since deadlines, rules and figures change. If you need the same words on a second clip or a different layout, pass source_caption_id to restyle an earlier caption job rather than paying for another speech-to-text pass; for authored cues, a second job at $0.20 is the simple route.
