YouTube congressional proceedings clips and ad revenue: trim a segment

YouTube's October 2026 update says certain content of public interest, such as congressional proceedings and debates over ongoing government actions, will be eligible to earn ad revenue. The guideline decides eligibility; Sume only edits, by cutting a start-to-end excerpt out of a long recording with video-trim.

What did YouTube change?
The update touches the "Hateful and Derogatory Content" and "Harmful Acts and Unreliable Content" policies. It clarifies that certain content of public interest (the page gives congressional proceedings and debates over ongoing government actions as examples) will be eligible to earn ad revenue. It does not say every clip qualifies, so read the full policies for your case.
How do I find the segment in a long recording?
POST /v1/video-inspect with transcribe: true returns a transcript with word times, billed at $0.01 per audio minute. Omit duration_seconds and it reserves 1 minute; the maximum hint is 600 seconds. Search the words for your topic, and use the times as start and end. Probe and stills are unbilled.
How do I cut it out?
POST /v1/video-trim returns a new MP4 holding only the range [start, end). The caps are a source of at most 1800 seconds and an output of 900 seconds, so a longer hearing has to be split before it reaches Sume, and an excerpt past 15 minutes needs two cuts.

That depends on YouTube's review of the video, not on how it was cut. Keep enough context in the excerpt that the public-interest framing is clear, and see the transcript options for sentence-level timing.
