The Sume rate
Sume's Video Router lists wan-3.0 with a fal list of $0.05, $0.10 and $0.20 per second for 480p, 720p and 1080p (fal 2026-08-24). Sume bills that list times 1.25. There is no region field in the request, so every caller pays the same rate.
Note that the Sume rates are built on fal's list, not on Alibaba's prices, so they do not move when Alibaba changes a region.

How to choose
A direct Alibaba account can be cheaper per second, but you pick a region, manage a cloud account and a model service, and handle the 300 requests per minute limit yourself. Sume is a single API and a single balance. Pick on the whole workflow, not only the per-second line.
