Viber bot video message: 26 MB, 180 s, .mp4 URL, a Sume clip
Viber's bot API wants an MP4 URL ending in .mp4, 26 MB max, 180 s max, and a JPEG thumbnail. A 60 second Sume avatar clip fits. The checks to run first.
What does Viber require for a video message?
Per Viber's REST bot API page, the video media URL must point to an MP4 or H264 file with .mp4 as the last path segment. The file is at most 26 MB, and the optional duration is at most 180 seconds. The optional thumbnail is JPEG only, at most 100 kb, and 400x400 is recommended.

Does a Sume clip clear the 26 MB cap?
Sume avatar videos are at most 60 seconds at 720p. 26 MB is 208 megabits, so 60 seconds fits if the average bitrate is under about 3.4 Mbps (208 / 60). A 30 second clip has twice the room. Probe the finished file with video inspect and compare its size and duration to the limits before you queue the send.
Sume media URLs are plain HTTPS and the path ends in a file name; check that yours ends in .mp4, since Viber's rule is about the last path segment. Query strings add risk, so use the bare video_url from the job result.
How do I make a thumbnail?
Video inspect returns frames as stills, by default 8, or at the timestamps you give in frames.at (1 to 24 values). Pick one at about two seconds, resize it to 400x400 JPEG and keep it under 100 kb. Probe first, then decide.
A 20 second vertical clip at standard with no product image is 20 x $0.184 = $3.68.
