Included usage is a dollar amount. The table converts it at Wan 3.0 720p, $0.125 a second, then shows what you pay per second of footage after dividing the sticker price by seconds.

What the third column hides

On Scale the included usage is twice the price, so the effective cost per minute is half the list rate. That only holds if you actually spend the allotment; unused included usage is not cash. Concurrency matters too: 20 slots at 30 s per job is a different throughput from 4.
