Runway's three Seedance 2 tiers vs Sume's one: 10 seconds at 720p
Runway lists seedance2_mini at 16, seedance2_fast at 29 and seedance2 at 36 credits per second. Sume lists one seedance-2 at $0.378 per second at 720p.

Ten seconds of Seedance 2 at 720p costs $1.60, $2.90 or $3.60 on Runway depending on tier (mini, fast or standard), and $3.78 on Sume, which lists a single seedance-2 row. If you picked a Runway tier for cost, Sume has no equivalent of the cheaper two.
The rows
Runway's pricing page lists credits per second at 720p; credits are $0.01. Sume's catalog gives $0.17577 at 480p, $0.378 at 720p and $0.8505 at 1080p for seedance-2, which accepts 4 to 15 seconds.

What the difference means
Sume's 720p price is 5 percent above Runway's standard tier ($0.378 vs $0.36), so the premium for Sume is small on that tier. The real gap is the mini tier: $0.16 against $0.378, a factor of 2.36. Runway's page does not say how the mini or fast tiers differ from standard in quality, so I do not claim that.
On Sume the cheapest way to reduce Seedance 2 cost is to drop resolution: 480p is $1.7577 for 10 seconds, which is a bit above Runway's mini 720p price.
Choosing

A monthly example
At 300 clips of 10 seconds a month at 720p, Runway's mini tier costs $480.00, fast $870.00 and standard $1,080.00 (300 x 10 x the per-second rate). Sume's single row is $1,134.00. The mini-to-standard spread on Runway ($600.00) is bigger than the Runway-to-Sume gap on the standard tier ($54.00), so the tier you choose matters more than the platform.
Before choosing the mini tier, render a few test clips and confirm that its output is acceptable for your use.
What I could not confirm
Runway's page shows 720p for these three rows and does not describe how mini, fast and standard differ. Nothing about speed or quality is claimed. All vendor figures were read on 2026-10-09 and are listed in the sources; Sume figures come from its public catalog and docs the same day.
