How the rates are built
The arithmetic: Sume's Omni 360p list is $0.03, and $0.03 x 1.25 = $0.0375. Wan 3.0 480p is $0.05 x 1.25 = $0.0625. H3 Max 480p is $0.05 x 1.25 = $0.0625. Runway's Turbo is 5 x $0.01 = $0.05.
Draft then final on Sume
A draft pass is only worth it if the final differs in resolution and the draft shows you composition, motion and timing. Say you test with an 8 second Omni clip at 360p, then render the keeper at 1080p. The test is 8 x $0.0375 = $0.30. The final is 8 x $0.1875 = $1.50. Total $1.80 for one kept clip and one test. Three tests and one final is 3 x $0.30 + $1.50 = $2.40.
A model can change a result when you change its resolution, so look at the draft for framing and pacing and not fine detail. I make no claim about how closely a 360p draft predicts a 1080p result.

Which to pick
Runway's Turbo rate is lower than the Sume Wan 3.0 and H3 Max 480p rows and higher than Omni 360p. If a 5 cent Runway second fits your workflow, that is a fair reason to use it. Sume's draw is one API and one balance for many models, not a lower Turbo-equivalent price. Compare on the whole route, including the clip lengths each one accepts.
