Section II says MiniMax will keep evaluating the laws and compliance requirements of the Excluded Territories (the EU, UK, Republic of Korea and USA), and that anyone there interested in deploying its models is "welcome to contact us about obtaining a license", granted on "robust controls and guardrails".
This quotes the MiniMax H3 Community License, read 2026-10-01; it is not legal advice. The license text names no form or address for this request. The only address it gives is api@minimax.io, in IV.1, for a different purpose.
What does the sentence promise?
Only that you are welcome to ask. It does not promise a license, a timeline or terms. It says any license would be granted based on controls and guardrails for complying with local rules.
