Section IV.1 of the MiniMax H3 Community License says you shall obtain a separate, prior written authorization from MiniMax, by contacting api@minimax.io with the subject line "MiniMax H3 licensing - authorization request", if your commercial products and services generate more than 20 million US dollars (or equivalent) in yearly revenue.

What does the threshold apply to?
The text says "your commercial products and services", measured in yearly revenue. It does not say whether that means the whole company or only the product that uses the model, so ask MiniMax instead of guessing.

How does Sume bill hosted minimax-h3?
Video billing on the Sume video route is reserved on submit at provider list times 1.25, for every model including minimax-h3-max. minimax-h3 accepts 5 to 15 seconds at native 480p or 768p. Per-second numbers are in MiniMax H3 pricing per second.
Does paying Sume change the license terms?
Sume's docs do not say. A Sume invoice is a billing record for a hosted job; the license is an agreement with MiniMax, and its text applies to "Hosted Services" in the definition of Output. Do not read a revenue answer into either page.
What should I do near the threshold?
Write to the address in IV.1 early, with your own counsel's view of how revenue is counted. Keep the request separate from any Sume support thread, since Sume cannot grant it.
