MiniMax H3 license: EU, UK, Korea and US are Excluded Territories
The MiniMax H3 Community License defines the EU, UK, Republic of Korea and USA as Excluded Territories and says use there is not authorized. What it quotes.

Yes. The MiniMax H3 Community License, dated August 2, 2026, defines "Excluded Territories" as the European Union, the United Kingdom, the Republic of Korea and the United States of America. Section V.4 says use of the Works or their Outputs outside the "Applicable Territory" (worldwide, excluding those four) "is not authorized by this Agreement".

What exactly does the license say?
Three clauses matter for the territory question, and they are separate: the definition, the grant, and the outputs restriction.

Does the clause cover Outputs, not just the weights?
V.4 names "any of their Outputs or results" alongside the Works. The license defines "Output" as any result of operating or using MiniMax H3, "including through Hosted Services". Read the definition and V.4 together, and take your own advice on what they mean for your files.

What does Sume list for MiniMax H3?
The docs list minimax-h3 at 5 to 15 seconds at native 480p or 768p, and minimax-h3-max for text-to-video, first/last-frame image-to-video and reference-to-video. Video create calls accept an Idempotency-Key, and a replay returns the original job. Sume's docs do not state how the license territory applies to a hosted call, so ask MiniMax and your counsel rather than inferring it from a catalog id.
