EU, UK or South Korea team: which open video weights you may use
HunyuanVideo and MiniMax H3 licenses exclude the EU, UK and South Korea. Wan 2.2 is Apache 2.0 and LTX-2.5 is worldwide with a revenue line.

If your company is in the EU, the UK or South Korea, two of the four headline open video models are closed to you by license text: the Tencent Hunyuan Community License says it does not apply in those three places, and the MiniMax H3 Community License excludes the EU, UK, US and South Korea. Wan 2.2 (Apache 2.0) and LTX-2.5 (a worldwide community license with a revenue threshold) are the two that do not name your region. All of this is read from vendor pages on 2026-10-08.
What each vendor says
The wording matters because it starts with the grant, not with the use. Tencent's license opens with 'This license agreement does not apply in the European Union, United Kingdom and South Korea and is expressly limited to the territory'. The Hunyuan Territory definition is the worldwide territory excluding those three.

The Hugging Face gate
The HunyuanVideo-1.5 model card on Hugging Face carries a front-matter flag, extra_gated_eu_disallowed: true. So the gate and the license agree: the repository is built to turn away EU downloads. Do not try to work around a gate that mirrors a license term.
LTX-2.5 weights are also gated on Hugging Face (accept the terms and log in with a read token), but the gate is an agreement click, not a region block, in the README's description.
A hosted call is a different question
A license that excludes your region governs the weights and, in Hunyuan's case, the outputs. Calling a hosted API is a different act: you are not receiving or running the weights. MiniMax's FAQ says the API is available globally. That is MiniMax's statement about its own API, not about any reseller, so read the terms of the service you pick.
On Sume, minimax-h3 and minimax-h3-max are hosted video jobs and wan-3.0 is a hosted Wan model. Sume does not list HunyuanVideo or LTX-2.5. Sume's video docs say Sume has no zero-data-retention toggle, so a team with strict retention rules should read the privacy docs before sending prompts.
Order of work
A practical order for a regulated-region team:
- Start with Wan 2.2 if you want weights: the license is permissive, but check hardware (80 GB for the A14B single-GPU command, 24 GB for the 5B model).
- Consider LTX-2.5 only after checking the $10 million revenue line and the August 2026 provenance clauses.
- Skip Hunyuan and H3 weights unless the vendor grants you a separate license.
- Use a hosted id when you want H3 or Wan 3.0 without taking on a license.
