No. You do not need Meta One to post a Reel: Meta's announcement says "The core experience across our apps and Meta AI has always been free, and that's not changing." Meta One adds paid plans on top, from $2.99 a month, and none of them change what a video file has to look like, so a Sume Timeline MP4 posts the same either way.

What does that mean for the files I make?

Nothing about the file changes. Sume Timeline 1.0 renders a 1080x1920 MP4 by default, at $0.10 per started output minute, and you upload it through the same Instagram flow with or without a subscription. The tiers change publishing features such as scheduling and links, not video specs. The Timeline 1.0 docs list the fields you set: audio.duration_seconds, output.width, output.height, and output.fps (24, 25, 30, or 60).

When would Advanced pay off?

That depends on whether you need 30-day story scheduling or reel links, and it is a decision about publishing, not about rendering. A month of 30 one-minute story clips costs $3.00 to render. Compare that to the plan price only if scheduling is what you are buying, and check Meta's page for whether the plan is on your account, since Meta says plans roll out gradually.
