A $7.50 budget per product buys 60 seconds of Wan 3.0 at 720p, 53 seconds of Kling Video v3 Pro without audio, 20 seconds of Gemini Omni Flash at 4K or 12 seconds of Seedance 2.5 at 720p 16:9 on Sume. The number moves by a factor of ten across the catalog, so per-SKU budgets are really a model choice. The table counts whole seconds, splits them into jobs at each model's maximum duration, and rounds each job up to the cent.
Why per-SKU and not per-catalog
Budgets are usually set per product, because a catalog of 200 products with $7.50 each is a $1,500 line item and every SKU has to clear the same bar. Flipping the question from "how many dollars" to "how many seconds per SKU" shows what each model row implies.
Sume sells every video row at provider list times 1.25, rounded up to the cent per job. Seedance 2.5 is billed by tokens at 24 fps for the pixel size of the resolution and aspect ratio, so its seconds are the most expensive.

Reading the table
For a 15-second product clip, every row except Seedance 2.5 at 1080p fits. Seedance 2.5 at 720p can only do 12 seconds in the same budget, which is enough for a short 4 to 8 second hero but not a 15-second clip.
Rounding matters at the edges: 40 seconds of Omni 1080p would be four jobs at $1.88, which is $7.52 and over budget by two cents, so the table stops at 39.
A worked example: a four-product bundle with a $7.50 allowance each has $30.00 to spend. On Wan 3.0 at 720p that is 240 seconds of footage, or four 60-second spots. On Seedance 2.5 at 720p it is 48 seconds, or 12 seconds a product.
Mixed plans also work. Spend the budget on one 5-second Seedance hero shot and fill the rest of the 60 seconds with Wan 3.0 b-roll, then check the sum of the rounded job prices before you start.
