Per second and per clip
Wan 3.0 is billed per output second, so the cost is linear in duration and the resolution is the only multiplier.

What the hold looks like
At submit, Sume reserves the provider list price times 1.25 against the workspace balance. If the balance cannot cover the hold, the call fails with 402 insufficient_credits before any provider work starts, as Generation admission describes.
Because the rate is flat per second, you can price a whole batch before you send it: seconds times the per-second rate for the resolution, and nothing else.
Practical use
Draft at 480p, then re-run the approved prompt at 1080p. The draft is a quarter of the final price.
