Why it is prorated
Sume's Video Inspect docs give the rate as $0.01 per audio minute. The estimator charges per second, so 20 seconds is 3,334 millionths of a dollar and the catalog rounds displayed prices up to whole cents.
Vendor comparison
Microsoft lists the $0.54 per hour introductory price for MAI-Transcribe-2-Streaming through the end of the year in its announcement. Confirm both rates on the rate card and Microsoft's page before you budget.
