What does TikTok define as a public figure?
People 18 and older with a significant public role, such as a government official, politician, business leader or celebrity. The same guidelines separately require labeling AI content with realistic-looking people, using the AIGC label or your own clear caption, watermark or sticker.
What can I make instead?

How do I state that the clip is AI-made?
Burn a caption into the video. The video captions docs let you pass authored cues with text, start and end to burn overlay copy without speech recognition, so you can add a line such as "AI-generated".
