Both are small decision models that answer a typed question instead of writing prose. Strands Decider 2B is described on its model card with typed questions and calibrated confidence, and Cloudflare's Clef returns bounded structured outputs with probabilities. Neither page promises that a decision is right, so both need the same guard around a paid Sume run.

The Sume side does not change

Put either one in the same slot: before the request, never inside it. After the yes, the Sume side is the same: Idempotency-Key, generation_spend_cap_usd, and a status poll or one terminal webhook.
