The ratio at three resolutions
Both models are metered per 1,000 video tokens. Mini's list price is $0.007 per 1,000 tokens and Fast's is $0.0112, a ratio of exactly 1.6. After Sume's 1.25 factor and per-clip rounding up to the cent, the ratio in cents wobbles a little around 1.6.

What the ratio means for a choice
A steady ratio means the choice does not change with resolution. You cannot find a resolution where Fast is cheap relative to Mini. If a test on 20 prompts shows Fast is clearly better at 720p, it will be clearly better at 1080p, and it will cost 1.6 times as much at both.
It also means the saving from drafting at a lower resolution is a resolution saving, not a model saving. Going from 1080p to 720p on Mini cuts an 8-second clip from 341 to 152 cents, which is more than the whole gap between Mini and Fast at 720p (90 cents).
A fair test between the two
Take 20 prompts that represent the library, run all 20 on both models at the resolution you will ship, and look at them next to each other with the names hidden. At 720p that test costs 20 x 152 = 3,040 cents on Mini and 20 x 242 = 4,840 cents on Fast, $78.80 together.
If the reviewers cannot tell which is which in more than half the pairs, take Mini and keep the $450.00 you would have spent over 500 clips at 720p. If they can tell, decide whether the clips that need the better look are all 500 or just a subset, and run the subset on Fast.
