The saving is real, with one catch: a 360p draft does not become the 1080p clip. The final is a new generation from the same prompt, so it can move differently.

What a draft can settle
A 360p clip is enough to judge the prompt: the camera move, the subject, the setting and whether the sound matches. It is not enough to judge fine detail, text on packaging or faces.
Sume's docs do not describe a draft-to-final link or a seed you can fix across resolutions. Treat each draft as a test of the prompt and the first frame, and treat the final as a fresh roll. Budget a second final in case the first misses.
When not to draft
Drafting does not pay on very short or cheap clips. A 3-second clip at 720p is $0.375 and a 360p draft is $0.1125, so three drafts cost nearly as much as one final.
It pays on long, high-resolution clips, where a miss is expensive. A 10-second 4K clip is $3.75, and a 360p draft of it is $0.375.
A sensible routine
Write the prompt, run two drafts, change one thing, run two more, then pick the closest and submit the final. Keep the first frame identical across drafts so the only change is the prompt.
