AI Studios counts video and dubbing in separate allowances. A 120-minute dubbing allowance on Personal is $0.20 a minute if you use all of it, from the page's own prices.

What you assemble on Sume
Detach is $0.01, a render is $0.10 per output minute and STT is about $0.01 a minute, so the fixed parts of a 10-minute dub are about $1.11. The remaining costs are your translation and the TTS characters, which are billed per character; read the rate from GET /v1/catalog rather than assuming it.
Lip movement is not rewritten in a plain dub. If the speaker is on camera and you want matching mouth shapes, that is a separate lip-sync step on a short clip.
Choosing
If you dub 100 minutes a month into many languages, the allowance model is simpler. If dubbing is a feature in your own product and each job should be an API call with its own price, the per-step route fits better and you keep control over the translation text.
