Why 27 seconds
Social highlights are short, and the Sume video upscale cap is 30 seconds of input per job. A 27-second clip is inside the cap with room for three seconds of slack, so each highlight is one job with no trimming and no join. The worst case is a clip that is exactly 30 seconds, which costs 30 x $0.009 = $0.27.

Where the money goes if you add steps
Upscale is the small line. If each clip also gets captions, a cutout of the host for a thumbnail ($0.0225) and a 3840 x 2160 thumbnail upscale ($0.20), a clip's extras are $0.2225, more than the video upscale itself. Over 156 clips that is $34.71, so the thumbnail costs almost as much as the footage.
Upscale thumbnails only for the clips that you post to a platform which shows them large. For a feed that crops to a small card, the original size is enough.
Run it weekly
Set up one job per clip with an idempotency key made from the episode number and clip number, for example ep052-clip2-upscale. If a weekly script is run twice, the second run returns the original job instead of billing a new one.
Pass duration_seconds equal to the real clip length, rounded up to a whole second. A clip of 26.4 seconds should be sent as 27, and the hold post explains what Sume reserves when the field is missing. Keep a running total from the usage.cost values so that the yearly figure above can be checked against the real one.
When the clip runs long
Not every highlight lands at 27 seconds. If a clip runs to 34 seconds, you have two choices: trim it to 30 seconds ($0.02 for the trim plus $0.27 for the upscale) or split it. For a podcast, the better edit is usually to tighten the clip to the quote itself, which is a creative fix and costs nothing.
A useful guard in the weekly script is to read the duration of each clip before you submit. Anything over 30 seconds goes to a review list, not to the API, since a request over the cap is refused.

- Over 31 s: re-edit, or split and join.
Compare with the alternative
Rendering a new 27-second clip at 1080p from a video model would cost far more than upscaling a recording you already have. The comparison is not like for like, since a podcast clip is filmed, but it shows how small the upscale line is.
