YouTube's Shorts AI tools are missing in the EEA, UK, Switzerland

YouTube says several AI Shorts features are unavailable in the EEA, UK and Switzerland. A file-based path with Sume Timeline 1.0 for a Short in those regions.

The YouTube help page on AI-generated Shorts features says availability varies by tool: green screen backgrounds and standalone video clips are listed as unavailable in the European Economic Area, photo to video and Make Me Move as unavailable in the EEA, the UK and Switzerland, and reference images in video prompts as unavailable in the UK (read 2026-10-05). If your audience or your team is there, the in-app route may be closed.

A file path

The alternative is to make clips elsewhere and upload a finished file. Timeline 1.0 assembles a voice or silent spine plus 1 to 200 clips into one 1080 by 1920 MP4 of up to 1,800 s, which is enough for a Short of up to 3 minutes.
