For channels joining the YouTube Partner Program after the 2027 update, YouTube's announcement lists 8,000 qualified watch hours in the last 365 days, or 20 million qualified Shorts views in the last 90 days. Existing partners are described as not impacted by those entry numbers. Today's help page still lists 1,000 subscribers plus 4,000 watch hours, or 10 million Shorts views.

Both pages were read on 2026-10-02: the YouTube announcement and the eligibility help page. The announcement says the changes take effect February 1, 2027.

What counts as a qualified Shorts view

The help page says qualified Shorts views come from public Shorts appearing in the Shorts feed. Private, unlisted or deleted Shorts, and image posts, are excluded. So a plan that relies on unlisted tests or image posts earns nothing toward the threshold.

A related question is the 10 million figure in the announcement: it is the threshold for a partner's Shorts to share in ad and subscription revenue, a separate matter from joining. That path is covered in the Feb 1, 2027 terms post.

What this means for a new Shorts channel

  • The Shorts entry bar in the announcement doubles from today's help-page number, so plan for a longer ramp.
  • Qualified views are counted over a rolling 90 days, so a steady release schedule matters more than a single hit.
  • The long-form route is unchanged in kind but asks for more watch hours.
