YouTube ad length limits in DV360: masthead 10 s, Shorts 5 s
DV360 lists YouTube lengths: bumper 6 s or less, non-skippable 7 to 15 s, Shorts 5 s or more, masthead 10 s or more. How to cut to each with Sume.

Display & Video 360's YouTube ad format page lists length limits by format: bumper 6 seconds or shorter, non-skippable between 7 and 15 seconds, Shorts 5 seconds or longer, masthead 10 seconds or longer, and in-feed any length. Skippable in-stream recommends under 3 minutes. Sume's trim cuts to any of them from one source.
The table
Pause ads are static images only, so no video cut applies. YouTube audio ads run up to 30 seconds, with 1 to 15 second ads non-skippable and 16 to 30 skippable.

Cutting to each
Trim duration is 0.2 to 900 seconds and the source can be up to 1800, so every row of the table except a very long skippable ad is reachable. For the masthead and Shorts minimums, cut at or above the floor, and for the bumper, cut under the ceiling.
A set of four cuts, 6, 15, 30 and 60 seconds, is four jobs at $0.02 each per the docs.

Limits
This page is DV360's. Google Ads words a few of these differently, for example a 6 second Shorts floor, so check the tool you actually buy in.
Sume does not upload to YouTube or attach a cut to a line item. It makes the file.
