Google Ads video action campaigns: 10 s minimum, three ratios
Google's spec page gives video action campaigns a minimum length of 10 seconds in 16:9, 9:16 and 1:1. Cut a master to length and ratio with Sume.

Google Ads' video specs page lists video action campaigns as taking 16:9, 9:16 and 1:1 video with a minimum length of 10 seconds. That is a floor, not a recommendation, so a 6 second bumper cut will not do for this campaign type. Sume's trim can enforce the floor and Timeline can produce the ratios.
The spec as listed
The same page lists 1920 by 1080, 1080 by 1920 and 1080 by 1080 as the sizes for in-stream and in-feed video, with 15 seconds as the recommended length. Video action uses the same three shapes.

Enforcing the floor
Trim duration is the length of the cut, and the result returns duration_seconds. Compare it to 10 before you upload, and warn on a trim_clamped_to_source warning, which the docs say appears when the end runs past the source.
For the three ratios, render three Timeline outputs of the same edit, setting the output size for each. At $0.10 per output minute rounded up, a 15 second render is billed as a minute, so three ratios cost $0.30 per the docs.

Limits
The page says nothing about maximum length for this campaign type in the content I could read, so check your own account before you build a long cut.
Sume has no way to tell whether a cut has a call to action in the first ten seconds. That is an editing choice to make by watching it.
