What the price leaves out
The cheapest row is not automatically the right one. minimax-h3-max reaches 1080p only as a latent refinement of 768p, and Kling's price depends on the audio switch. Wan offers a cheap 480p draft at $0.0625 per second, which makes twenty 8 second drafts $10.00.
Two passes
Run the batch in two passes. Draft all twenty at 480p on Wan for $10.00, pick the ones that read, and re-render only those at 720p or 1080p. If you keep half, the second pass costs $10.00 at 720p, so the whole job lands at $20.00, the same as rendering all twenty once, with ten ready finals you chose.
