Face or whole person
Recast replaces the people in the source with the people in your photos, one photo for each person. The face swap beta applies an avatar face and the docs say it takes source video with usable audio and no prompts. They are not interchangeable: if the brief says to keep your presenter's face and only change who is in the shot, you want Recast with a photo of that presenter; if you want a consistent avatar identity, create an avatar and use face swap on clips short enough to fit.
Cost of getting it wrong
Sending a 25-second source to the face swap route is refused by its source-video check, so the mistake costs nothing but time. Splitting the ad into two 12.5-second pieces and face-swapping each at standard would reserve 2 x $2.76 = $5.52, cheaper than Recast, but you would then rejoin two clips and risk a visible seam. Decide first whether the identity must be an avatar or just a different person.

Answer three questions. Is the source longer than 15 seconds? Then use Recast. Do you need a consistent avatar identity that you can reuse? Then use face swap on shorter pieces. Do you only need the movement of the source on a different character? Then use Kling motion control, up to 30 seconds, with a still of the new character.
