Bulk Format runs: 100 items, 16 at once, what completed means
Sume bulk runs take 1 to 100 items at concurrency 1 to 16. A queue marked completed means every item is terminal, not that every item succeeded.

Post to .../bulk-runs with 1 to 100 items and a concurrency from 1 to 16. You get a queue receipt with a frq_ id and counts. Read it at GET /v1/format-run-queues/{id}. The trap is the status word: a queue is completed when every item has reached a terminal state, which includes failed, canceled and skipped items. Always read the per-status counts before you call a batch done.
There is no queue-level webhook. Each item is a normal run, so the per-run webhook is how you hear about individual results.

Gate the batch on counts
After the queue reports completed, compare the succeeded count with the number you sent. Re-submit only the failed items, under new idempotency keys if the body changed.
