Spotify's in-feed video specs accept creative up to 30 seconds in 9:16, 16:9 or 1:1, as MOV or MP4 up to 500 MB, with no black bars, no interlacing and no slates or countdowns before the first frame. On Sume, Timeline's fit setting is how you avoid bars, and video trim removes a leader.

The spec

The page also lists an advertiser name limit of 25 characters and a tagline of 40, and says the ad starts in a 1:1 container on desktop and mobile with an expand option.

Avoiding black bars

Timeline's video[].fit is cover (default), contain, stretch or blur. contain letterboxes and would put black bars in your frame, which Spotify forbids. Use cover to crop or blur to fill with a blurred copy.

To drop a slate or countdown, trim with a start past the leader. The exact precision is frame accurate, so the first frame is the one you chose.

What Sume does not set

The docs list no loudness control, so -14 dBFS RMS and -0.2 dBFS peak need to be measured and fixed in an audio tool. Frame rate options are 24, 25, 30 and 60, and Sume does not list 29.97, so whether 30 meets Spotify's NTSC-or-PAL wording is Spotify's call. Ask before launch.

The advertiser name and tagline are fields in Spotify's ad builder, not burned into the video.
