Paid promotion on a branded Short: YouTube box plus on-screen line
Tick YouTube's paid promotion box, then add your own opening line with Sume trim, compose and Timeline 1.0 for about $0.15.

For a sponsored Short, tick the paid promotion option in YouTube's video details. YouTube says that adds a disclosure label at the beginning of the video. If you also want a line burned into the picture for the opening seconds, Sume can overlay a plate on the first seconds of the clip for about 15 cents.
What YouTube asks you to do
YouTube's help page says to select the paid promotion button in the video details, or for an existing video to tick the box saying the video contains branded content, and that the disclosure label appears at the beginning of the video. It adds that you and your partners are responsible for the legal rules that apply, such as the FTC in the US or the ASA in the UK, and that the page is not legal advice (YouTube Help). The page covers computer uploads and has no Shorts-specific section, so check the box in the screen you are using.
Why add a line too
The checkbox is YouTube's label. An on-screen line is your own, and it travels with the file wherever the file is used, such as a cut-down for a partner's channel. Whether a burned-in line is required, and how it must read, depends on your jurisdiction and the brand contract. Ask the brand and your lawyer. Sume does not decide that.
Three jobs
Trim the first 3 seconds, overlay a PNG that you made with the words you need, and render the Short with the overlaid opening followed by the rest. The calls and rates are the same as in the context plate recipe.

The render
In the final render, the first slot is the composed 3 seconds and the second is the original file with source_in: 3; set the spine to the original length and use the detached audio. Overlay width_ratio is 0.05 to 1 of the frame width, so a plate at 0.7 leaves room for the platform's own controls.
Before you upload
Keep the line plain, in the viewer's language, and on screen long enough to read. Check the finished file with video inspect, then upload and tick the YouTube box. Sume produces the file; the disclosure choices stay with you and the brand.
