Meta says translating Reels with Meta AI is free, and that it is open to Facebook creators with 1,000 followers or more and to all public Instagram accounts in countries where Meta AI is available. The wording is from Meta's newsroom post on Reels translation, read 2026-10-02. A private Instagram account, or a Facebook creator under 1,000 followers, is outside that sentence.

That is the full eligibility rule on the page. It names no other condition, and it does not list the countries.

What does the translation actually do?

The page says Meta AI mimics the sound and tone of the creator's voice to translate the Reel, and that a creator can also choose to enable lip syncing, which syncs the translated audio to the creator's mouth movements. So voice matching is the default behavior it describes, and lip sync is an optional extra.

The page covers translation and dubbing for Reels on Facebook and Instagram. It does not describe a feature for posts, Stories or ads.

Eligibility and behavior as stated on Meta's newsroom page, read 2026-10-02.

What if I am not eligible, or need another platform?

A smaller Facebook account or a private Instagram account cannot use the tool as described, and the tool does not help with a video you publish on another site. Build the dub yourself: speech-to-text for the source, your translation, then text to speech in the target language. For timing, ask TTS for timestamps.words and segmentation.mode: "sentence", which returns gapless per-sentence slices; slices come as audio only for wav or raw output.

Sume does not clone a voice through the API, so a self-built dub uses a Sume voice rather than the creator's own.

How do I decide?

Use Meta's tool when you are eligible and the language is on its list; see the languages Meta added through July 2026. Build your own when you are not, or when the same dub must run on several platforms. Read Meta's current terms before relying on this: the page is a dated news post, and eligibility can change.
