The per-second rates fall out of the table: 168 cents / 8 s = 21 cents a second with sound, and 112 / 8 = 14 cents a second muted. Ten seconds is then 10 x 21 = 210 cents and 10 x 14 = 140 cents, which matches the catalog. Sound adds 7 cents a second, or 50 percent over the muted rate (7 / 14).
What it means for ads
TikTok's non-Spark page sets minimums of 540x960 for 9:16 and recommends 9:16. A 720p vertical file is already above the minimum, and 1080p costs nothing extra on Kling 3, so choose 1080p when the ad will be cropped or re-framed later.

For an 8-second 9:16 clip at 1080p the catalog gives these billable prices: Kling 3 with sound $1.68, Seedance 2.0 $6.81, Seedance 2.5 $11.38, Wan 3.0 $2.00 and Seedance 2.0 Mini $3.41. Kling 3 is the cheapest of the five at 1080p for this length, with the caveat that each model differs in what it does with the same prompt, and that this post does not rate quality.
At 1080p Kling 3 is 168 / 681 = 25 percent of the Seedance 2.0 price for the same length. At 720p the ratio is 168 / 303 = 55 percent, so the price advantage of Kling 3 is bigger at 1080p.
Checking the claim yourself
Read GET /v1/videos/models and the price fields it returns for Kling 3, then compute a clip at both resolutions. If the two numbers match for the length you want, the guidance above holds. Prices in the catalog can change, so the table shows the values on 2026-10-08 and not a promise.
Also confirm the aspect ratio. Kling 3 lists 16:9, 9:16 and 1:1, so a 4:3 or 3:4 request is not one of its ratios. A Seedance row takes those, and Wan 3.0 does too.
